Charge
The District School Construction Committee will develop alternative proposals for board consideration. The committee’s proposals will address the possibility of remodeling an existing building, adding on to an existing building, or constructing a new building on an existing site. To create its proposals, the committee will study issues related to instructional purposes, physical plant requirements, financial resources, and legal requirements. The proposals will accommodate to the following parameters.

Parameters
Adhere to and seek guidance from the District 108 Strategic Plan

Maintain the current grade configuration: K-3, 4-6, 7-8

Continue to maximize the number of Title I eligible attendance centers.

Consolidate any new construction/addition to an existing campus optimizing the use of support personnel, structures, and apparatus.

Address other building needs by considering freeing up space through the consolidation of programming

Assure that planning and design decisions are consistent with Capital Development Board and State Board of Education program and entitlement guidelines and maximize the funding potential of the grant program.

Assure that the projected operating expenses per square foot of any new construction and/or remodeled space does not exceed the highest per square foot operating expenses currently paid by the district.

Optimize balance sheet reserves in order to protect the interest income levels currently enjoyed

Address the physical needs of the district’s oldest buildings

Incorporate “Classroom of the Future” concepts into any newly remodeled and/or constructed building


Channel IE&CI resources into facilities other than the targeted facility.

Construct a facility to address inadequately housed students, support a 20:1 student-teacher ratio at the K-3 level district-wide, and address anticipated new students from housing projects.
