TARGET : Influence and improve funding decisions in the General Assembly and U. S. Congress (e.g., fully-funded mandated programs, state foundation, alternatives to property tax as a funding source, and elementary district funding.)
ACCOMPLISHED IN PROGRESS FUTURE FOCUS
  • Joined the Elementary District Organization to support lobbying efforts to increase state and federal funding for elementary districts.
  • Supported the following proposals:
  • Change the calculation rate from elementary school districts from $2.30 to $2.10.
  • Increase the special education personnel reimbursement from $8000 per certified special education employee to $12000 and special education paraprofessionals from $2500 to $4000 with full funding of 100% reimbursement.
  • Increase foundation level from $100 per year to $250 per year.
  • Provide full funding for transportation
  • Change the ADA calculation on the state aid form from the best three months average to a three year average of the best three months.
  • Contacted local legislators and worked with EDO and Alliance to assist in the following proposals being enacted into legislation:
  • Increase foundation level from $4425 to $4560 for 2001-2002.
  • Provide full funding for all categorical programs.
  • Change in ADA calculation form best three months to three-year average of best three months.
  • Changed poverty funding from straight $800 to $1190 per student.
  • Kept hold harmless for one more year.
   
 
  • Preparing for 2001-2002 legislative session for major funding consideration.
  • Working with EDO through Board of Directors to gain more favorable legislation passed for elementary school districts.
  • Calculating state aid for FY02 based on new legislation. Estimating an increase of $454,050.
  • Will lobby to increase state and federal funding for elementary school districts.
