Summary of The October 1, 2003 BILT Meeting

Members In Attendance:  Ms. Brown, Ms. Link, Ms. Monks, Ms. King, Mr. Heisel (chairperson), Mr. Mendenhall, Mr. Noonen, Mr. Fogal, Dr. Nelson

Agenda Topic: Traffic Flow- The need for monitoring the traffic flow in the learning resource center was suggested by Mr. Fogal.  The worst time is at the "T" after first and second hour.  October has historically been a month when we experience our highest number of discipline referrals, and traffic flow is an organizational problem that puts students in close proximity to one another.  Ms. Wagenbach and Ms. Fryman will release their students one minute prior to each passing time and BILT will monitor the effect.

Agenda Topic: Ambient Noise- Teams are in favor of making fundraiser money available to address ambient noise.  It was suggested that we use the Interest-Based Bargaining model and involve Don White and Matt Wilkinson to enrich the thinking and problem solving potential.  Jeff will contact Mr. White and Mr. Wilkinson. Things to think about: the noise is a District problem not an individual teacher problem. Has an engineer ever really rendered an opinion regarding airflow and the restriction walls would present?

Agenda Topic: Interest-Based Bargaining- Stan presented the Interest-Based Bargaining (IBB) steps to the BILT.  The BILT must decide what issues should and should not be subjects of IBB.  Stan pointed out that "Assuming good intentions" was essential to reaching consensus.  The IBB training emphasized consensus as being the result of IBB.  Stalemates are resolved by repeating the process.  Those who present contrary opinions or solutions must articulate their reasons and have a sound rationale for their objection.

Agenda Topic: Unit Planning- Jeff requested input on teacher planning guides.  Immediate reaction would indicate a common interest in helping students and teachers but that the guide doesn't address that interest adequately.  It was also indicated that there are teams that have a very good process in place that might serve as a model for assistance.  Jeff will meet with special educators and teachers by discipline to develop a process that will be helpful to both teachers and students.

Agenda Topic: Attendance policy - Craig Stickling and Nicole Chenoweth volunteered to review the attendance policies and monitor the progress of the truancy program.  Thank you Craig and Nikki.

Agenda Topic: BILT Breakfast- It was the collected opinion of the teams that the BILT Breakfast is a desirable opportunity to interact with colleagues and friends and should be continued.  Costs could be controlled by not buying coffee and providing rolls and bagels from other venders in the city.  Everyone thought that a breakfast potluck, once a quarter on the Friday following BILT, was a fun and a delicious way to end the week.

Agenda Topic: Storage- Concern for storage and space was expressed.  It was suggested that the faculty lunchroom could be made a more inviting space and that a committee composed of Broadmoor, Dirksen and Aramark employees be convened to address the issue.  Jeff said that space would become available with the storage of the orchestra's acoustic shells in another district facility.  Jeff would contact Matt Wilkinson and discuss the issue.  Bill and Jeff will also inspect the closets in the bandroom as desirable spaces to store building chairs and furniture.

Agenda Topic: Phone vs. P.A. - The office will monitor the number of phone calls coming into and out of the building.  (120 phone calls on Monday 10.06.03)  and the number of phone and P.A classroom interruptions. The phone or the P.A. is the office's last option to communicate information to teachers.  The phone has been the communication of choice when contacting a teacher in the classroom.  It would be helpful if teachers informed the office when they will not be in their teaching areas.

Agenda Topic: PBIS - A full PBIS will be given at the Wednesday Full Faculty meeting.  Mr. Fogal said that 80% of the student body has received a Bruin Ticket.  There have been a total of 1300 tickets issued with an average of 30 tickets per teacher.  Thirty-seven of our thirty-eight teachers have participated in the program.
