LIGHTING
PROJECT
The
Facilities Committee reviewed the results of the Broadmoor/Dirksen and
Jefferson Schools lighting project. The project will require the contractor
to upgrade existing T12 fixtures to the more efficient T8 light fixture.
The contract calls for the upgrading of 1,300 fixtures at Broadmoor/Dirksen
and 400 fixtures at Jefferson. The Illinois Clean Energy Community Foundation
will make a single payment to the District to match an amount equal
to $1,000 for each kilowatt of electricity demand reduced as a result
of the project as completed, but no more than $104,515.
The lighting project
contract was awarded to L & F Electric, Inc., Morton, Illinois for
$115,000. The District has worked with L & F Electric in the past
and has been satisfied with their performance. The lighting project
is scheduled to begin on June 16th and will be completed on or before
August 2nd.
PRESCHOOL
FAMILY EDUCATION CENTER EAST SIDE RENOVATION PROJECT
The
committee discussed the PFEC east side renovation project. As part of
the 2002 life safety resurvey, $1.8 million of building violations were
identified at the PFEC. The scope of the work for the PFEC will include
brick and masonry; carpentry; thermal and moisture protection; interior
and exterior door replacement; finishing (ceramic tile, ceiling tile,
and painting); mechanical (boiler line upgrades, piping, plumbing fixtures,
drinking fountains, radiators, HVAC instrumentation and controls); and
electrical (wiring devices, panelboards, emergency lighting, and fire
detection systems).
A pre-bid meeting will be held on February 6th at 10:00 a.m. at the
PFEC and bids will be opened on February 18th at 2:00 p.m. in the Board
conference room. The renovation project is estimated to cost $490,000
of which $445,000 is life safety work and $45,000 of non-life safety
work. The project is scheduled to begin in early March and will be completed
on or before July 25th. Jost/Becker/Jost are the architects for the
PFEC east side renovation project.
DISTRICT
RESURFACING PROJECT
The
committee also discussed the District resurfacing project. This project
was also identified as part of the 2002 life safety resurvey. The scope
of the work for the resurfacing project will include filling cracks
and patching holes with bituminous paving and seal coating District
playgrounds, parking lots, and bus turnarounds. Various damaged sidewalks
throughout the District will also be cut out and replaced. The contractor
will remove and dispose of all concrete and paving waste.
A pre-bid meeting
will be held on February 6th at 2:00 p.m. in the Board conference room
and bids will be opened on February 18th at 2:00 p.m. in the Board conference
room. The District resurfacing project is estimated to cost $406,000.
Jost/Becker/Jost are the architects for the District resurfacing project.
DISTRICT FUNDED CAPITAL PROJECTS
The
committee again reviewed the list of prioritized facilities projects
that were distributed for the committee’s consideration. A temporary
reduction of $75,000 in Site and Construction and a perment reduction
of $25,000 in the Maintenance funds was proposed for the 2003-2004 school
year (see attached). The feedback from committee members about the reductions
and reprioritization of the projects was concerning because there are
many significant needs and dwindling funding. Alternative funding sources
and grants will continue to be investigated. The committee will propose
the use of $125,000 in Site and Construction Funds to address the District
wide facilities needs during the 2003 summer and 2003-2004 school year.
The priority projects include the Edison learning center ventilation
system at $45,000, the PFEC east side district/life safety projects
at $45,000, and the completion of the Washington renovation/carpet at
$30,000.
NEXT STEPS
A
discussion about the current state financial crisis was discussed. It
is anticipated that Springfield will come to the rescue of education
in the near future, but not likely until next year. However, in the
event something good happens financially for education, some of the
items delayed and reduced in the Site and Construction and Maintenance
funds could be restored. If so, the committee will reconvene to make
its recommendation for the projects to be restored.
