In
compliance with Illinois School Code Section 10-20.21., all contracts
over $10,000 must be awarded to the lowest responsible bidder as determined
by the competitive bidding process. The lowest responsible bid must
conform to bid specifications as determined by the District's needs
and notice, which must be published locally ten days prior to the
bid date. After publishing the notice, the District collects the bids
and must publish a notice at least three days prior to the date of
the bid opening at which time all bids are recorded and later examined
for specification requirements and quotes. Once the bids are evaluated,
a recommendation is made to the Board who then awards the contract.
Certain types of contracts are exempted from the bidding requirements
including those for perishable food and beverages.
