Planning for Continuous Improvement

Project Statement

To improve the fluency of second and third grade students who are below grade level to read fluently at or above grade level.

as measured by monthly fluency assessment.

Operational Definition

Quality Measure #1 of 1

Characteristic of Interest: Correct words read per minute

Measuring Instrument: Read Naturally Fluency Assessment

Method of Test:

  • Set a timer for 1 minute
  • Sit across from the student
  • Wait 3 seconds when a student is stuck
  • Count only words read correctly
  • All students are tested
  • (See Pam Wallinger for detailed description)

Decision Criteria: students who read less than 20 words per minute will be placed 1 grade level below their grade placement for fluency assessment. If students reading below grade level achieve a median score of 80 or greater out of 3 consecutive scores, the student will be placed in their grade level fluency assessment. All grade level students will remain at grade level and be assessed monthly.
