The
administration, staff and Board of Education appreciate
your willingness to provide service to our students
and teachers in your role as a substitute teacher.
We also acknowledge the challenging nature of
this task, particularly when you are in classrooms
for only a short period of time. This handbook
has been prepared as a concise summary of district
policies, procedures, schedules and activities
to help make your substitute teaching a rewarding
experience.
Best
of luck to you as you embark on your substitute
teaching duties this year. If you have any questions
or concerns, please do not hesitate to voice them
to the building principals or the office of the
assistant superintendent

Requirements [top] |
It
is the responsibility of the assistant superintendent
to review the materials and to determine eligibility
and acceptance for substituting. Candidates accepted
will be notified and given a copy of the substitute
handbook.
Please
keep the coordinator apprised of any long-term
unavailability, as well as a change in telephone
number or employment status.
We
must have the following on file for you:
1.
A copy of a valid, current Illinois teaching certificate
registered for the current year with the Superin-tendent,
Education Service Region, Tazewell County, 414
Court St., Pekin.
2.
Complete transcript of college credits.
3.
Evidence of physical fitness and freedom from
communicable disease obtained from a licensed
Illinois physician and a T.B. test.
4.
If this is your first year to substitute, you
must have on file a "Criminal Check"
form and an "Employment Eligibility Verification"
form available from the assistant superintendent's
office.
5.
There is a mandatory deduction of 8% from your
gross wages earned for Teacher's Retirement System.
The deduction is applicable to all dis-tricts
in Illinois. The deductions will be tax sheltered
from Federal and State withholding. You must fill
out forms from the Teacher's Retirement System
and send them to Springfield. Retired teachers
are exempt from this item.
Copies
of all of the above must be sent to the office
of the assistant superintendent before you can
begin subbing.

| Responsibilities
of a Substitute [top] |
|
Respond
affirmatively to calls requesting substitute services
unless you are hindered by an illness or an emergency.
Dress
professionally, setting a good example for the
students.
Try
to arrive at least 15 minutes prior to the start
of school.
Report
promptly to the office when you arrive at the
school and request the sub folder. Familiarize
yourself with routine procedures such as class
schedules, lunch times, referring students to
the office, etc. Inquire about any special events
or assignments for that day.
Substitutes
should not be assigned any supervisory responsibilities
before the student day begins. After the student
day begins, subs are expected to perform routine,
non-paid supervisory responsibilities that the
teacher they are replacing would normally perform
during the day. All District 108 teaching staff
have a duty-free lunch period.
Notify
the school administration immediately should an
accident, illness or discipline problem occur.
Review
and follow the lesson plans furnished by the regular
teacher. The lesson plans indicate what the students
are prepared to do and the course of future instruction.
Their use helps to assure continuity of instruction.
Secure
materials and equipment necessary for lesson plans.
Start
class immediately with the assigned work.
If
lesson plans are not available or inadequate for
length of substitution, contact the principal.
Keep
all students in your classroom under supervision
at all times. NEVER leave a class unattended.
Fill
out the "Daily Report Form" detailing
your day for the regular teacher.
Consider
all records and information pertaining to students
confidential.
Leave
the classroom in good order. close windows, desks,
doors, etc.
Return
substitute teacher folder to the office.
BE
SURE TO CHECK with the secretary about your returning
the next day.
Subs
may leave at the end of the day when classroom
responsibilities and check out procedures have
been completed.
Fill
out payroll information card and leave with the
secretary.
Maintain
a professional attitude and ethical standards
when dealing with pupils, teachers, and parents.
Make no adverse comments concerning the teacher,
the student, the conditions of one school versus
another, or the administration. If you have criticism,
inform the principal.
Substitutes
are invited to attend District 108 development
activities if space allows. This will be on a
voluntary, non-paid basis. Subs should notify
the office of the assistant superintendent at
least one week in advance of their intent to attend.
"In
accorrdance with Pubic Act 33-0346, Pekin Public
School District 108's Board of Education adopted
Policy #719 (Student Discipline). this policy
eliminates the use of corporal punishment for
all students." Discipline plans are posted
in each classroom.
District
108 makes the Internet available as a tool for
life-long learning. The use of the District's
Internet is a privilege, not a right. Any student/staff
member who violates the District's Internet policies
and procedures will lose privileges, suffer disciplinary
actions, and/or be referred to the authorities
for appropriate legal action.
BOE
Policy 830.01 responds to the mandates of the
Pro-children Act and establishes a smoke-free
environment for all school sites and grounds.

Classified
Subs. We believe daily familiarity with a
particular school's students and procedures is
a great asset to both the substitute and the school.
Therefore, District 108 assigns 15 permanent subs
to home buildings. Classified subs work every
school day-primarily in their home schools, although
they may occasionally be asked to teach elsewhere
in the district. On days when not needed as a
classroom sub, classified subs work at other tasks
as assigned by the home school principal.
Classified sub positions begin the first attendance
day in October and continue through the Friday
two weeks before the last student attendance day
in the spring. Pay is set by the board to be above
the highest daily rate available to Rotational
and Non-rotational subs. By the end of September,
principals select classified subs for their buildings.
Rotational
Subs. The daily race to cover teacher illnesses
requires a level of confidence between the sub
and the district. The sub needs to know that the
district will distribute the available jobs in
an equitable manner, and the district needs to
know that substitutes will accept jobs that are
offered.
Substitute teachers may place their names on any
or all of three lists: K-3, 4-8, and Specialist.
When filling daily absences each morning, the
district promises to attempt contacting substitutes
on each list in strict rotation. In turn, rotational
subs agree to accept jobs as called, unless they
are already committed elsewhere, are ill, etc.
Subs who are repeatedly unavailable or who decline
jobs without valid reasons may be removed from
the Rotational Lists.
Non-Rotational
Subs. Not all substitute jobs must be filled
the morning of an illness. In additional to considering
rotational subs, principals pre-arranging subs
also have time to consider subs who can't make
the commitments necessary for Rotational List.
Substitutes with strong preferences for classrooms,
schools, or days are placed on the Non-Rotational
List. In addition to pre-arranged jobs, non-rotational
subs may be contacted after an entire Rotational
List is exhausted on a particular day.

Information [top] |
Subsitutes
are paid twice a month, on the 10th and the 25th.
All payroll cards turned in through the first
of each month will be included in your paycheck
on the 10th. All payroll cards turned in through
the 15th of eich month will be included in your
paycheck on the 25th.
The
rate schedule is as follows:

Accumulation
will be determined by the business office. Two
half-days constitutes on full day credit for accumulation.
Pay
for half day is $40 regardless of the number of
days accumulated. The substitute coordinate will
apprise you whether you will be needed full-day
or half-day as determined by the principal.
If
you work the morning in one building and the afternoon
in a different building, you will be paid for
one full day, not two half days. Using only one
card for both buildings is preferred.
A
substitute must complete a payroll information
card each time he/she substitues in the district.
The form is to be returned to the office at the
end of each day as you check in with the secretary
to see if you are released.
