| Training |
The training aspect involves using the Public
Library, Washington School and Edison School labs to teach the following
classes for free:

Intro to computer one per month

Purchasing a computer one per month

Intro to the Internet eight per month
The partners will offer low cost classes. Each partner who wants to
offer a class should identify a person to help coordinate, advertise, etc.,
the low cost classes.
The Board agreed that the framework was acceptable as presented,
given these additions:

LC2000 will develop a pool of instructors for low cost classes. Instructors
may be employed by any partner and must be approved.

Partners are free to negotiate the offering of classes among themselves
or with other organizations.

The public access aspect involves:

Offer 3 main sites by spring of 1998

Establish site at local Senior Centers by late spring 1998

| Organizational Structure |
Perry presented the concepts currently proposed
by the subcommittee.

Membership.

Founding Members include only the current membership, each of which will
remain as a permanent member

At Large Members include civic organizations, each of which no more than
two consecutive terms of two years.

There will be an annual meeting of the membership.

Board of Directors

One director named by each member

Conduct regular meetings to conduct the business of the organization.

President, Vice President, Secretary and Treasurer

Committees

No standing committees, but the Board of Directors may charge committees
to study issues and make recommendations for Board consideration.

Contracts

The organization will be able to enter into contracts, maintain funds,
etc., per normal not-for-profit regulations. Members may be assessed fees.
The Board gave general approval of the concepts pending the presentation
of a formal proposal at a future meeting. Once the principles are approved,
the LC2000 fiscal agent will contract an attorney to write the language. |

| Civics Curriculum |
A draft of the PekinGovLink WWW page was presented.
Representatives of the task force will meet with Pekin City Department
Managers on Thursday, 1-8-98, to discuss collaboration. Frank, Chuck, and
the teacher coordinators will continue with volunteer help to define content
and instructional tools. |
