NETWORK WITH THE FISCAL AND HUMAN RESOURCES TO SUPPORT ITS NEEDS.
GOALS FOR THE LONG RANGE PLAN
Establish a not-for-profit organization to manage the
operations of Pekin Community Network.
- Determine partnership board membership.
- Formalize alliance with partners through policies, procedures and
agreements.
- Conduct needs assessment/ market analysis through task force groups
to determine what skills are needed and what services to offer.
- Set clear priorities.
- Determine staffing needs with clear job descriptions.
- Determine project scope and resources required for sustainability.
- Develop, approve, monitor, and evaluate an annual budget.
- Create, monitor, and update a long range plan.
Provide quality services.
- Provide Internet access.
- Provide forums for interactive discussion and collaboration.
- Provide electronic mail.
- Post information.
- Provide for security.
- Provide "one-stop information" cooperatives.
- Provide "push" services.
Develop task force action plans to determine applications.
- Determine community segments to be represented by task force groups:
(Education ; Health care; Business; Government; Fine Arts and Recreation;
Social Services; and Economic Development and Opportunities).
- Recruit advocates to participate in task force decision making.
- Link to existing networks already in existence.
- Develop task force action plans with timetables.
- Communicate plans and timetables to partnership board.
- Implement and evaluate actions.
- Recruit volunteers and provide staff support to carry out actions.
- Develop a marketing plan to assure maximum participation of users
within each community segment.
Provide community access sites.
- Address access issues for those without home access.
- Establish requirements and responsibilities of a public access site.
- Select public access sites.
- Provide initial hardware and start up costs.
- Provide access site agreement to ensure commitment and responsibilities
of site.
- Maintain, monitor and provide support to public access sites.
Provide efficient training and technical support.
- Match needs assessment/ market analysis with training and technical
support.
- Determine services to be provided at no cost.
- Recruit trainers and set schedule of services.
- Provide train the trainer program to partners.
- Determine services to be provided at cost by agencies outside network
organization.
- Identify and communicate to users all service providers.
- Exceed customers’ technical support and training needs.
- Provide on-line assistance and tutorials.
- Foster mentor programs.
Develop and expand network infrastructure.
- Finalize network design.
- Experiment with new technologies (cable modems, video distribution,
video conferencing).
- Provide specifications for network compatibility.
- Recommend network expansion and growth plans.
- Develop Internet providership procedures and agreements.

Develop Web site presence.
- Establish overall design for community web site.
- Provide web page content development (Webmaster) training of trainers.
- Provide services available outside network organization to assist/
contract for web page development.
- Provide guidelines for sustaining a page on the community web site.
- Develop a review process for web site content.
- Evaluate other community web sites for new ideas.
- Utilize junior high school students, high school students, college
students, and senior citizens to assist with web page construction and
updating.
Assure sustainability through fiscal planning.
- Determine annual budget.
- Identify pricing, purchasing and procurement issues.
- Set fee structure for users, members, organizational partners and
advertisers.
- Add services only when fiscal plan demonstrates sustainability.
- Identify potential funding sources and financial constraints.
- Utilize grant resources.
- Investigate 501C3 status.
- Link to other agencies for fiscal support (government, library,
universities, schools, etc.)
- Increase revenues and decrease expenditures over time.
- Utilize a community foundation to provide resources for innovation
and experimentation.
