What is done to turn aspirations into actions and visions into reality?  Is there a willingness to experiment- to develop and test hypotheses.  A focus on continuous improvement must be action oriented.  Does the process include evaluating the results?  Learning always occurs in a context of taking action.  Engagement and experience are the most effective teachers.
