Beginning:  Staff members have participated in a process to establish goals that are related to student learning outcomes.  School improvement goals are related to mission, vision, and improved student learning; however, the goals are not tied to measurable results or indicators.  The goals do not yet influence instructional decisions in a meaningful way.
Developing: Staff members have worked together to establish long- and short-term goals for individuals, teams, and the school at large.  The goals are clearly communicated.  They are aligned with the district goals. Assessment tools and strategies have been developed and implemented to measure progress toward the goals.
Sustaining: Staff members focus on measurable performance goals.  District, school, classroom, and student goals are aligned.  They are embedded in the culture.  These guide daily behavior and instructional decisions.  Goal attainment is celebrated and staff members demonstrate willingness to identify and pursue challenging stretch goals.
