Why do we exist?  What are the essentials students must learn?  How do we respond when they do not learn?

Entry:  Staff members have not yet identified a clear purpose and function.  They have not yet identified what they want students to learn or be able to do.
Beginning:  Staff members have identified a clear purpose and function.  Staff members have identified grade level  learning outcomes, but this attempt has not impacted the practice of most teachers who continue to use textbook outcomes.  The school has not addressed the question “What will we do when students do not learn?” Responding to students who are not learning is left to individual teachers or special programs.
Developing: Staff members have identified, developed and communicated a clear purpose and function along with learning outcomes and strategies to assess student mastery of the outcomes at all levels. Teachers are using student achievement data to guide their instructional practice and assist those who are not learning. Instruction is focused on learning outcomes, not textbook sequence.
Sustaining: Staff members clearly articulate learning outcomes to all stakeholders. Each student’s attainment is carefully monitored.  Staff members work together and with parents to enhance their effectiveness in helping students achieve the learning outcomes. Learners are responsible for monitoring their own learning. The school has developed systems to provide more time and support for students experiencing difficulty in achieving the outcomes.
