You can create a template
from an exsisting HTML document and then modify is to suit your needs,
or you can create a template from scratch, starting with a blank HTML
document.
Starting From Scratch
1) Go to File, then New

2) Save the new
blank page as a template
Go to File, Save as Template.
 |
3) Making Editable Regions
Once the template is made editable regions need to be set. If there are titles or other changes to one ceratin area that area needs to be marked editable. If there is a area that will not need to be changed that area is to be marked uneditable.
To mark an area go to:
A) Modify
B) Templates
C) New Editable Region

4) If the area is not marked as editable it will be uneditable.
